Energy Efficiency and Conservation Block Grant Program (EECBG)

The Program was created in 2007 and funded for the first time by the American Recovery and Reinvestment Act of 2009. The intent of the program is to assist U.S. states, counties, and cities in the development, promotion, implementation, and better manage energy efficiency and conservation projects and programs. The State of Arizona will receive millions of dollars to help reduce total energy use, reduce fossil fuel emissions and improve overall energy efficiency.

Funding is divided among Non-Direct and Direct entities:

  • Non-Direct entities are population less than 35,000. Funded directly thru the Arizona Department of Commerce Energy Office,  the State of Arizona is required to pass through at least 60% ($5,756,100) to cities and counties. Each state decides how to award funding to non-direct entities.

  • Direct entities are populations of more than 35,000 (based on 2007 U.S. Census figures); top ten populated counties; and Tribal Communities in Arizona that are eligible for funding directly from the U.S. Department of Energy (DOE).
